Ponds on Kendall County land
Kendall County grew more than 20 percent from 2020 to 2025 (Wikipedia), and the land around Boerne and Comfort ranges from small acreage to working ranches. A pond can serve a few head of stock, deer and birds, or the view from the porch.
Cibolo Creek runs through Boerne and Cypress Creek meets the Guadalupe at Comfort, but most ponds here are fed by runoff, so siting matters.

Ponds in a wildlife plan
TPWD's guidelines list pond construction and repair as an erosion control practice, with "a minimum of one project" implemented and maintained every 10 years, and the project "must provide habitat diversity and wildlife benefits" (TPWD). Your plan and the appraisal district decide what qualifies.
Wildlife ponds and water law
Water Code 11.142 covers domestic and livestock reservoirs up to 200 acre-feet, and related parts deal with fish and wildlife ponds on qualified open-space land (Tex. Water Code 11.142).
No TCEQ Edwards plan
Kendall County is not one of the counties covered by TCEQ's Edwards Aquifer rules (TCEQ RG-11).
Soil first
Rocky plateau ground can leak. NRCS warns about limestone and asks for at least 3 feet of tight soil (NRCS). Test holes come before the dig.
Questions
Stock tanks questions: Kendall County
Can a pond count toward my wildlife valuation?
Pond construction is an erosion control practice in TPWD's guidelines, with one project every 10 years. Your plan and the appraisal district decide.
Do I need a permit for a pond near Boerne?
Up to 200 acre-feet for domestic and livestock use on your own land needs no water-rights permit. TCEQ's Edwards rules do not cover Kendall County. Check floodplain and city rules.
Will a pond hold on my land?
Soil decides. We check with test holes first.
